Here’s my Mighty Protectors take on the Living Laser. In this Bronze-Age version, his abilities come from miniaturized laser devices that, with the help of underworld scientist Jonas Harrow, were implanted into his body. The Paralysis Ray simulates his “stunning” laser, which is capable of knocking-out an opponent without harming them. I used the Focused mod on his main attack but feel free to ignore that and just roll his damage if you prefer.
If you want to make him more like the Silver Age version, give him the Gear modifier for his wrist-mounted lasers. Also, remove the Public Identity weakness and give him Compulsion: Infatuated with the Wasp, Uncommon (-5), CL Save to Resist/Recover (-5).
